The National policy for the Promotion of Indigenous Content in the Nigerian Telecommunication Sector (NPPIC)
The National Policy for the Promotion of Indigenous Content in the Nigerian Telecommunication Sector was a developed under the authority of the Honorable Minister of Communication and Digital Economy in line with sections of the Constitution of the Federal Republic of Nigeria 1999, as amended and the Nigerian Communications Act 2003 (NCA 2003). The policy derives its authority from the Presidential Executive Order 003 issued by the Federal Government in May 2017 on “Support for Local Content Procurement by Ministries, Departments & Agencies of the Federal Government of Nigeria” and Presidential Order 005 issued in February 2018 for the “Planning and Execution of Projects, Promotion of Nigeria Content in Contract and Science, Engineering and Technology”
In order to successfully promote indigenous content in the telecommunications sector, this policy focuses on key areas where the development of such capacity would have the greatest impact, these areas are:
- Manufacturing
- Services and Software for Telecom Sector
- People
- Research and Development for Digital Innovation and Entrepreneurship
The policy defines indigenous as a company that meets the following criteria:
- Incorporated or otherwise organized in Nigeria,
- Having its principal place of business located in Nigeria; and
- Having at least 51% of equity held by Nigerian nationals.
Objective of the Policy
The overall objectives of the NPPIC is as follows:
- To create a framework for supporting indigenous telecoms business to become world class service providers;
- Ensure compliance with existing regulatory guidelines for indigenous content;
- To highlight and promote indigenous capacities in the telecommunications sector;
- To foster collaboration between global Original Equipment Manufacturers (OEMs) engaged in the manufacturing of telecommunications equipment and indigenous players;
- To ensure strategic partnership with relevant regulatory agencies to create joint efforts to promote indigenous content;
- To enable the indigenous telecom industry to contribute significantly towards the overall development of the telecoms industry; and
- Encourage and incentivize the participation of indigenous telecom institutions in relevant Standards Development Organization
Nigerian Office for Developing the Indigenous Telecom Sector (NODITS)
The Nigerian Office for Developing the Indigenous Telecom Sector (NODITS) serves as a Special Purpose Vehicle (SPV) under the purview of the Nigerian Communication Commission (NCC) to stimulate the development of indigenous content in the telecommunication sector of Nigeria. NODITS implements the NPPIC, as well strategies, standards, guidelines and framework aimed at developing indigenous content in the Nigerian telecommunication sector.
Functions of NODITS
The main functions of NODITS include the following, where relevant:
- To support the creation and implementation of guidelines for the development of the indigenous sector;
- To stimulate the growth of the sector through focused, sustainable and incentives-based approach that encourages the active participation of the indigenous telecom operators;
- Liaise with the Office for Indigenous Content Development at NITDA (Quarterly Meeting) for synergy and convergence of digital technologies;
- To facilitate the sourcing of indigenous products, manpower and services across the entire value chain of the telecom sector;
- To evaluate and endorse indigenous content plans for operators in the sector;
- To create a platform for research and capacity building programs that prepares Nigerians to play a leading role in the telecom sector;
- To promote innovation and entrepreneurship in the telecom sector;
- Promotion of indigenous phones and other telecommunications equipment;
- To create and update a roadmap for the implementation of the NPPIC and ensure active monitoring and enforcement mechanisms for promoting indigenous content in the telecommunications sector; and
- To monitor indigenous content compliance by operators and service providers
